Forgot to mention that his account has administrator privileges. Also I check with other computers, including my laptop, and I was able to enable the Sync settings options with the difference that mine is enterprise. I check with other Pro version laptop and I was able to activate the sync settings. By that I mean that I was just able to 'slide' the sync setting to the on position. On his laptop there is a message in the top that reads 'Some Windows features are only available if you are using a Microsoft account or work account'. That message doesn't show up in my laptop.

How to fix Windows 10 Mail App not syncing
It’s a strange thing, but I just keep running in to one broken feature or another in Windows 10.
This time, my headache was the Mail for Windows 10 app.
Yes, it is the same Mail and Calendar app which you can find on the Windows Store. Up until a few days ago, I had absolutely no issues with the Mail app. Frankly, I don’t use it often, and just use it as a “newsletter” mailbox, to collect emails about deals from various online retailers (digital and physical products).
Nevertheless, I was incredibly annoyed to find that it didn’t work. Well, actually it just kept saying me that my inbox was upto date. When I tried syncing folders, it gave me a message which said “Nothing to show here”. This raised a suspicion in my mindm something wasn’t right here.
To test if the app works, I fired up Gmail on my phone, to send an email to my outlook account, and guess what? It never arrived. The first thing I did, was to check the Windows Store for an update for Mail and Calendar, but I couldn’t find any.
It was then I remembered something related to my issue, a couple of days earlier, I began testing an app. It is a third party app to disable several privacy settings, and is called “Destroy Windows 10 Spying”. But I was still stumped, as all the settings in the Mail app were unchanged. I could not narrow down to the culprit somewhere hidden in the settings, which had caused the sync issue in the Mail app.
A quick search revealed the solution, and it was from none other than Microsoft itself.
How to solve Windows 10 Mail App not syncing
1. Press the key combo Windows + I to open the Settings App (or click on Start > Settings).
2. Click on the Privacy tile, and then on Calendar in the left pane. 3. Now, on the right pane, you will see three options:
Half life 2 enhanced. To play, simply load steam and select 'Play games - HL2Substance'. New skins and sound are included to further personalize your new passage through City17. Welcome to the real substance, what the action is made of!Installation guide:Extract the zip archive into your C: - program files - valve - steam - steamapps - sourcemods directory. Don't try to imagine what will come next, keep a firm grip on your gun or you'll soon cease to exist!
Just below it, you will find the other two listed under Choose apps that can access calendar:
Enable all three options, and now open the Windows 10 Mail App, it should start syncing your mails.
It sure was a wonderful idea from Microsoft to merge the Mail and Calendar app, and create a nice mess. Then why on earth does Windows 10 have the Calendar on the System Tray? All other apps including web browsers use the System Time/Date to authenticate certificates for websites, before loading them, but it appears that metro apps don’t.
